In fact, in October, Hommert announced plans to open a Center for Collaboration and Commercialization at the Sandia Science and Technology Park next to the lab.

Hommert leaves behind a major weapons modernization program that’s on budget and on schedule.

Sandia National Laboratories Director Paul Hommert said Tuesday that he will retire by midsummer, ending a five-year stint as lab head and a 41-year career.

About 1,000 Sandians are employed on those projects, although the B61 effort is by far the largest, with about 600 employees working on it.

“Under Paul’s leadership, Sandia has excelled in carrying out research and development to ensure America’s economic and technological competitiveness while advancing key initiatives across the nuclear security enterprise,” Moniz said in a statement. “The timing for my retirement is consistent with commitments made to the Sandia board of directors and my family when I accepted this position some five years ago.”

John Freisinger, head of Technology Ventures Corp. And nearly $400 million more is used to purchase goods and services from local vendors.

Sandia is working with other labs and the military to upgrade three nuclear warheads to extend their life. “Paul has promoted innovative approaches to new and challenging scenarios.”

The lab, for example, has strengthened its joint research and technology transfer efforts with UNM to develop common intellectual property that could be spun out into startup companies. “I’m optimistic the DOE will pick a new director that will continue to strengthen those efforts.”

“Given the magnitude of it, many in Washington questioned if we could do it all,” Hommert said. The lab employs more than 10,000 people – about 9,500 here and the rest in California. We were able to balance it all, and that’s a record of achievement I’m very proud of.”

U.S. About 59 percent of its $2.7 billion budget is spent on labor and non-contract-related payments. That’s something Hommert took a particularly active stance on, developing strong collaborative ties with the local business community and the University of New Mexico.

The next director, however, will need to keep the modernization momentum going, because the first newly refurbished B61s are projected to roll of the assembly line in 2020.

“He really got things going in the right direction,” said Lisa Kuuttila, president and CEO of the Science and Technology Corp., UNM’s tech-transfer office. “We did a lot of hiring and training and process improvements, while at the same time managing many other programs in energy research and international security work. “The lab needs to be prepared to address new situations and to be ready to anticipate them.”

“The process to name my successor is well underway and will be complete in time to support a smooth leadership transition,” Hommert said. But even with the uncertainty in recent years, we’ve fared pretty well because the lab is seen as a high priority for national security, and that’s a stabilizer.”

The new lab head will also need to dedicate resources to upgrade lab infrastructure, since budget constraints have restricted such investments in the past few years, Hommert said. And management must remain flexible to meet new, unforeseen challenges.

Meanwhile, it remains to be seen how aggressively a new director will pursue the commercialization of new technology developed at the lab. Secretary of Energy Ernest Moniz said Hommert was particularly successful in managing such challenges.

“There are some major critical tests of the B61 coming up in the summer and fall, and by 2017, the program will begin to make the transition to production agencies,” Hommert said.

“I believe technology transfer will continue to be a very critical part of the lab mission, and I would expect whoever comes after Paul will continue to follow the precedent he set,” Freisinger said.

A new director is expected to be announced before Hommert leaves the lab.

The new weapons-related spending would expand efforts to upgrade the W76, W88, W78, and B-61 warheads, and help fund construction of a new facility in Tennessee for processing uranium, a nuclear explosive used in these and other warheads. These programs have experienced billions of dollars in cost overruns in recent years, forcing the administration to look elsewhere in the DOE budget to find the money it needs to keep them alive.

The Obama administration will propose a deep cut in funding for nuclear nonproliferation programs at the Energy Department largely so it can boost the department’s spending to modernize its stockpile of nuclear weapons, according to government officials familiar with the proposed 2014 federal budget to be unveiled Wednesday, April 10.

Tom Collina, research director for the Arms Control Association, a Washington-based nonprofit group, said “in a way,” it seems inconsistent for the administration to promote arms control while cutting the DOE’s nonproliferation budget. That plant was initially budgeted at $1.8 billion, but the pricetag has ballooned to at least $7.5 billion, provoking widespread criticism and allegations of mismanagement.

Specifically, officials said, the Energy Department determined in consultation with the Pentagon that it would likely need $10 billion in new funds to fulfill all of its promises to the military for the production of modernized warheads, over the next decade alone.

Moniz, in his confirmation hearing, tread carefully around the topic of what the department should be spending on nonproliferation. The officials have also decided to discuss a potential agreement for such reductions with Russian president Vladimir Putin.

Only one category of Energy Department nonproliferation work would be increased – research and development, mostly to finance work on a new nuclear detonation sensor to be placed about Air Force satellites.

The plant is about 60 percent completed, but one senior administration official called it “managerially and programmatically, a nightmare,” with continuously rising costs.

But then-Secretary of Defense Leon Panetta, after hearing from aides that these overruns were due in part to poor management and inaccurate cost accounting at DOE, initially said the department would not provide any new funds to DOE, on top of the $4.5 billion it previously promised to cover earlier overruns, according to two government officials privy to the deliberations.

But several officials and other sources familiar with the administration’s budget deliberations this year said the DOE nuclear weapons-related cost overruns and the new austerity climate gripping Washington – including the demand under so-called “sequestration” legislation for $54 billion in national security spending cuts each year until 2021 -had upended the administration’s plans to spend more on nonproliferation.

Under the Obama administration’s proposal for fiscal year 2014, spending for the MOX plant would be around $330 million, or 47 percent of the budget it was supposed to get next year. Joan Rohlfing, president of the Nuclear Threat Initiative, a nonprofit arms control group founded by Ted Turner and former Sen. Sam Nunn, said “the U.S. “If confirmed, I intend to make sure that [DOE laboratories and intelligence experts] … That would include a 16 percent cut in spending on efforts to halt the use of fissile material in civilian nuclear reactors and collect or secure weapons-usable fissile materials in other countries; an 8 percent cut in spending on policy to control the spread of nuclear weapons-related technologies; and a 36 percent cut in efforts to monitor potential illicit commerce in fissile materials.

The government acknowledges differences between the old triggers and their replacements.

Resting atop the Trident II missile, the W88 warhead is among the mainstays of the country’s submarine-based nuclear arsenal. The last of the original triggers were manufactured in the late 1980s.

Any variation or flaw in the pit could cause a warhead not to detonate properly or to detonate with less explosive power than expected.

In a warhead’s detonation, a conventional explosive packaged around the pit compresses the plutonium inward, creating enough pressure for an atomic chain reaction. Such approval means they are ready to use.

The Project on Government Oversight says it was told by some Los Alamos scientists that the trigger certified last July and known as the W88 pit needed 72 waivers from the specifications used for the original triggers, including 53 engineering-related changes.

“With this large number of waivers, how is it possible to objectively tell whether the pit will even work?” said Danielle Brian, executive director of the group that monitors nuclear weapons-related activities. To scientists at Los Alamos National Laboratory in New Mexico, that was a milestone to celebrate. The result is a a massive hydrogen blast.

The new ones were made by using a mold to cast the grapefruit-size plutonium sphere. These means included small-scale plutonium tests, technical data from past underground tests, and computer codes and models.

A watchdog group now is raising questions about whether the replacement triggers, also known as pits, can be guaranteed to be as reliable as those already in some 400 W88 warheads. She posed that question in a letter last Friday to Energy Secretary Samuel Bodman.

Last summer, the first replacement plutonium trigger in 18 years received “diamond stamp” approval signaling it was ready for use in a warhead. For years, however, testing the warhead’s components to ensure the weapon produces the intended blast instead of a fizzle has been complicated by a lack of replacement plutonium triggers.

At least one other replacement pit required 71 specification waivers, a Los Alamos scientist indirectly involved in the production process told The Associated Press. So far, nine have earned the “diamond stamp” from the National Nuclear Security Administration, which oversees the lab’s programs. The original triggers, all made at the now-closed Rocky Flats facility in Colorado, were hammered into precise form. halted in 1992, and through a different process than the replacements. It meant the warheads, after testing that makes the original trigger unsuitable for reuse, could be reassembled with a new trigger and put back into service..

Precise manufacture of the trigger is essential.

Because the United States no longer conducts underground nuclear tests, the Los Alamos scientists had to rely on other sources to replicate the original triggers and guarantee that the replacements would be as reliable as the old. Bet again. What ever happened to sport for sport’s sake, for the buzz of competition, not a bet? How quaint. It won’t happen; FIFA’s ethics rules should see to that. Bet some more.

That is the message that football, more than most other sports, is mainlining into our homes, helped by names like Ginola and teams lending their cachet, stadiums, jerseys and players to the industry that had cash to splash when the 2008 financial crisis hobbled other sponsors.

But gambling advertising wasn’t as in-your-face as now. The increase was three-fold for children aged 4-15.

Bet. In pocketing 250,000 pounds (335,000 euros; US$375,000) from bookmaker Paddy Power for this stunt, Ginola became the latest Trojan horse in the gambling and gaming industry’s creeping and creepy embrace of football.

Sports and gambling have, of course, long gone together, feeding off each other’s success and growth. There’s nothing funny about the gambling industry’s latest wheeze to sink its teeth even deeper into football and its fans.

Las Vegas Sands has grown into a global empire, and it has no intention of backing down from difficult conditions in Macau. Marina Bay has attracted visitors from throughout the region, and more importantly, it’s a guide to what expansion into new countries might look like. Building a high-quality integrated experience is where Sands sees the most value.

Las Vegas Sands’ presence in Singapore is an exhibition for those in Japan, Korea, and other countries considering casinos of their own to look at. Adelson’s roots come from the convention industry, and he sees the value of attracting people to areas like Las Vegas, Macau, and Singapore for reasons other than playing the same table games and slot machines they could play closer to home.

Indeed, Adelson prides himself on giving visitors the opportunity to walk out of their hotel rooms and into high-quality restaurants, retail establishments, and event arenas without ever setting foot outside the hotel building. The Economist is calling it “transformative”… As long as China keeps growing, Sands believes that Macau will participate in that growth and that shareholders will therefore benefit.

I grew up in the projects for soldiers returning from WW2. Three casinos kicked us out.

So, do I enjoy gambling? Oh yes. I got very good at pool, and I started betting on the side in the dice games. I even drive to Tahoe maybe once a year.

Later, I was drafted into the army. In turn, we hit different casinos each week.

Seven of my friends read the book. I did not move. Many other casinos would redeal every two rounds. They claimed I made the money from illegal activities. We got very very good. They all own very successful businesses with employees. I still have my pool table, but I don’t shoot pool or play street dice any more. We played poker and Hi-Lo, or Ace-Duce, or In-between. How good am I? Do I ever WIN???? I pay no rent. I retired from working at age 50. If one lost the count, the other would signal the count to his partner. I had been counting cards all my life. All seven of us returned with extra money in our pockets. So, you see counting cards is nothing new. In fact, people pay me rents.

In the day time, I would head for the sports center to shoot pool or watch the older guys shoot dice.

I also loss 3 out of 5 times I play poker.

Three of the seven moved to Las Vegas. . I deal out half the deck and look at each card for a second. I always knew which cards were still in the deck. It was easier to count with less people at the table. At least once a week, we flew to Vegas for three years.

I remember the first day after I bought my pool table. Besides, I have to go walking at Venice Beach tomorrow. I mailed home a lot of money from Vietnam. Some people think counting cards started with the movie “21″. I landed a job with the I.L.W.U.. I play $500 no limit Texas hold them at the Commerce Club, Hollywood Park, and the Hustler Casinos. I made big money for a 19 year old kid. You and your family have a beautiful week. I hit the Indian casinos down by San Diego every now and then. The summer nights were very hot and there were only a few televisions. I was playing poker at least three times a week. I had a great job here. We played cards with the grown-ups all night. Peace, from Los Angeles. We practiced for about 2 months. They almost did not let me out of the army. That was over fifteen years ago. It was easy for me. When I returning from Vietnam. So what does that mean???? Bill you need to ask another question (smile). The men had no limit poker games every (2 weeks) pay day. I also started playing poker at all the local casinos in Gardena.

I got very luck in life. We learned to pair up at one table. I shot pool every night after work for years. I can tell you 100% of the time which cards by number and suit are still left in the other half of the deck.

Today, both you and me which television. It was totally impossible for a street hustler to beat me shooting pool. We played Dirty hearts, Bid Whist, hi low and Pinochle all night. We started flying to Vegas every Tuesday and Thursday. I picked up a book about, “How to beat Blackjack”. I watch it with a spit deck of cards. I could count, remember card suits, and handle a deck of cards like a fine woman. As a kid, you loved to beat the adults. The money was not worth my life. I got so good it even surprised me.
